Taskbar problem

I've rebooted my XP Home PC a few times but am still getting the
following bizarre behaviour. My minimised taskbar entries (whether
folders or programs) have become inaccessible. Left-clicking does
nothing, and right-clicking brings up the same menu you get when you
click on an empty part of the taskbar (Toolbars, Cascade Windows,
etc).

An additional symptom in this session is that the entries are all
greyed out.

Anyone have any idea what can be happening here please?
