taskbar problems

pain of loosing

I came home from a week at my aunts and now the laptop that the family
uses will not allow you to do anything with the taskbar if you minimize
a screen you can't get to it unless you go to the task manager. It is
utterly annoying and i am asking for someone's help. you can't get to
the system tray or even the start button and it is not the touch pad
because it still works. thanks for anyones help. Pain of loosing
 
Did you take the family members out back and beat an answer out of them as
to what they did to the laptop to screw it up?
