Taskbar not loading at startup?

Lately about 50% of the time I start-up my computer, the task bar won't load.
I power on my laptop, let it boot up, sign in to my user name... it will make
the start-up sound and all that. i can see my desktop wallpaper... but then
nothing happens. there's a big blue rectangle where the task bar would be.
when i put my cursor over the blue area, it turns into the "hourglass" busy
cursor. sometimes i can still access task manager by hitting ctrl-atl-del,
but sometimes i cannot. the whole thing seems really random. any ideas WHAT
would be causing this? thanks!

specs: 1.13 GHz, 320 mb ram, dell inspiron laptop (2002), <1 GB hd space
avail...

Try this, Run msconfig, select Diagnostic Startup and reboot, see if it
hangs while only loading essential services. Apart from your AV app, you can
pretty much leave it this way, I do.
