Taskbar keeps changing

I have an annoying problem that has started in the last couple of weeks.
After I restart my PC, my taskbar and quick start icons has totally changed,
The icons on the left are no longer in a short area with expansion buttons,
but are spread out across the whole bar. In addition to the 'Language Bar', I
have an additional one called 'The Language Bar'.
I reset everything the way I want it, lock the taskbar and reboot the PC -
only to find that it has changed again.
Anyone have any ideas on how I can stop this happening.
I have XP professional with all updates installed.

I'm afraid that didn't solve the issue.
After running the programme, I rebooted to find that the language bar had
moved to the left side of the taskbar and all the quickstart icons were
spread across it. I can't even remember installing or updating anything
before this problem started.
