Taskbar/Icon Problems

I've added a second toolbar to the taskbar on my computer
and it occupies a second row, right underneath the Quick
Launch toolbar.

This toolbar is populated with shortcut icons of the
applications I use the most (approximately 36 icons). In
order to get all 36 icons to display in this area I've
selected small icons with the "Show Text" option turned
off.

Once upon a time it used to be that when I positioned my
mouse pointer on one of these icons, a small yellow box
would open up (ABOVE the taskbar) with the name of the
shortcut together with any comment provided in the
shortcut's properties dialog box.

Lately, the little yellow box is hidden behind the
taskbar and is totaly unreadable unless I set the
transparency level of the taskbar to 30% (via my NVIDIA
graphics card driver).

Is there not a way in which one can tell WinXP to display
this information ABOVE the taskbar instead of behind it ??

I would be grateful for any advice you could pass on.

P.S. The only Taskbar properties I have activated are
the "Keep the taskbar on top of other windows", "Group
similar taskbar buttons" and "Show Quick Launch". I've
tried both "locking" and "unlocking" the taskbar but that
doesn't seem to make any difference.
