taskbar freezes

I have encountered this problem for the past two weeks: whenever I connect to
the Internet, right after the connection icon appears on the taskbar (or just
before it appears), the taskbar freezes and is not responding at all.
However, I can still open My Computer, any folder I want, but I can't run any
programs or even open the task manager. After some time, usually 5-15
minutes, the taskbar unfreezes and every program that I had double-clicked
while the taskbar wasn't responding, loads.

I have reinstalled SP2 and the problem remains.
I would be happy to read any suggestions about what may be causing this
problem and any possible solutions.

Have you checked for malware?
