taskbar date pops up behind the taskbar!

windows xp desktop.

On the taskbar is the time in the lower right corner of the display.
When I hover the mouse over the time the date pops up in a yellow
bubble but I cant see the very top of the bubble. It is behind the
taskbar. How can I get that date in the popup bubble to be in the
foreground?

Right click a blank spot on the bar - properties, unselect keeping the
task bar on top.
