taskbar bug?

If you set 'Keep taskbar on top of other windows' in
properties, the tool-tips show up behind the taskbar,
making them unreadable. Dumb.

This does not happen every time and on all systems. It is a known
problem.

Yes, I did notice it worked properly after turning it on
and off a few times.
