Taskbar and start options in control panel

Please help. I was using a "Windows Tips" magazine to
streamline the performance of my computer. I changed a
bunch of stuff, there were 20+ tips of things to do, went
back in to change a setting on the Taskbar and Start Menu
and the computer gives me a response "(NULL) is not a
valid windows/32 application" Please help me get this
back do not know where to look because I changed so many
things in a short time and I'm still pretty green.
