Task Mgr wont open when connected to Internet

Task mgr works fine not connected to net. Using dialup msn. Once on net and
try to open task mgr it will just appear in task bar. Try again and just
multiple icons appear next to each other. Have to reboot to get it to work
again. Using XP home edit.
