Task manager

I am running Win XP Home, current updates on HP laptop with Pentium III processor. I have recently developed a problem, and can't fix it. When I hit CTRL-ALT-DEL keys, the normal Task Mgr window doesn't appear, only the bottom of the window with 3 buttons shows up. In the tray, I get a green monitor icon, which I can right-click and close, and the task mgr partial screen also closes.
I have tried
Restore--unable to restore from four different date
Norton WinDoctor, DiskDoctor, and AntiVirus--multiple times, NSW 2004, current update
AdAware--multiple times, update
Spybo
Trying to repair windows from the C
Trying to re-install service pack 1, and hotfixe
Contacting Microsoft WinXP Suppor

Does anyone have any ideas?

Try double clicking somewhere on the border of task manager.
