task manager will not open

I double on the task manager icon but it will not open, neither will ctrl, alt and del work to shout down programs. Does any body have this problem and knows how to resolve it?

Do a Online scan. There several Virus's that attact it,
msconfig and regedit.

W32.spybot worm disables NAV, Msconfig, Regedit and Task Manager:

The same symptom is caused due to Klez, Yaha Viruses. It is advisable to run a full system scan. Be sure you update the anti-virus software definitions.
