Task Manager problem

When I open Task Manager the category Shutdown is missing from the
menu options.
I only see File Options View and Help
also on the tabbed sections I only see:
Applications Processes Performanc and Networking
the tab Users is missing.
How can I restore Task Manager to full funtionality?

Users is shown if Fast User Switching is on. Shutdown is shown if the Welccome screen is on. User Accounts in Control Panel.

applied the changes and it worked.
I was worried something bad had happened.
