Task manager not starting

When I try to start the task manager, it flashes up on
the sceen, then immediately disappears. The icon for it
shows up on the task bar, but when I move the mouse
pointer over it, it also goes away. I have virus
protection on the computer that is kept updated, and I
have visited the Trend web site for a scan of my system
by their virus checker. It found no virus on my
machine. Is there some setting that is making this
happen? Everything seems to be working fine with all my
applications.
