Task Manager Doesn't Launch

A friend's XP Home computer was infected with the Windows Protection Suite.
We ran MalwareBytes, followed by Trend Micro Sysclean and SuperAntiSpyware.

The scans now come up clean but Task Manager is still disabled. There is no
error message, it just doesn't start, either from rightclick on the Taskbar
or Start-Run-taskmgr.exe.

We checked DisableTaskMgrin both
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System
and
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System and ithe
value is 0 (or we deleted DisableTaskMgr).

Any suggestions?

First run SFC /scannow at a CMD prompt and make sure all files are
there. Sometimes reinstalling the latest SP can put some missing items
in order. If not, a reformat and reinstall might be needed (after
backing up all data of course).

Navigate to c:\windows\system32 and make a copy of taskmgr.exe and
call it lushing.exe.

See if double clicking lushing.exe will launch Task Manager.

If yes, this could be an easy fix.

The system needs to be rebooted after DisableTaskMgr is *deleted*.
If a reboot is not done the change does not take effect.
