Task Manager Error Disabled by the administrator

This started in March. I posted back then. Responded to the suggestion of
downloading Malewarebytes.
Worked with them directly on this problem as recent as 4 days ago. They
needed to look at the logs from running their software. I didn't hear back
from them in about 4 days.
I researched the forums (here) and found that it has been an on - going
problem. So I'm not alone!
I followed the instructions which were going into the registry and doing a
couple of minor changes to the Task Manager Values. None of this helped so
That is why I am re-posting. Hopefully there will be a new suggestion. I
don't know of any other way of getting this resolved.
Thankful to have this forum.

Piecing together the various threads and posts that relate to this issue
(including Gerry's comments) I gather the following:
- This problem has remained unresolved for more than a month.
- You have spent quite a lot of time trying out various suggestions.
- You may have downloaded and run some software from a troll
site that may have further harmed your installation.

If this was my own machine then I would now select the one of the
following options:
a) Live with the problem, or
b) Format the disk and reload Windows. This would give you a
guaranteed result within a few hours.

You must, of course, back up your important files (including your
EMail files) to an independent medium. To protect yourself against
similar mishaps in future, consider installing and using an imaging
product such as Acronis TrueImage.

If you use Google to search for your error: Task Manager has been
Disabled by the Administrator

You can find out why this is happening, maybe how it happened and how
to fix it.

Here is the first hit I got: http://windowsxp.mvps.org/Taskmanager_error.htm

If you still can't fix it or figure it out (or do) come back.

Of course you will have tried the following: Start Regedit.exe by typing it
into the "Run" box on the Start Menu, the copy and paste the following into
the search box (found on the top menu under Edit > Find) :-

DisableTaskMgr

....and press the 'Find' button. If it locates the value you can either: 1).
delete it or 2). double-click on it and change the value from "1" (meaning
disabled) to "0" (that is zero, meaning it's enabled).
Purely for your further understanding I can tell you that it's not
possible to give you the exact key name because it's under another key which
is linked to Group Policy and not always the same name. But it's generally
under:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Group Policy
Objects\.....]

then come keys with long numbers for names, then:

[.....\Software\Microsoft\Windows\CurrentVersion\Policies\System]

....and your "DisableTaskMgr" value is under this.

*NB This is the only way by which you get a "Task Manager has been disabled
by your system administrator" notice. Find and reset this value to '0' and
you will gain access to your task manager again. Use caution while editing
your registry - always create a System Restore point first.
