Hi..am having home PC with Windows XP_SP2 loaded..from last few days am not
able to access Registry and Task Manager..getting error"Task manager and
Registry disabled by Administrator"....as am only Administrator for the
system and not disabled anything..kindly assist...also suggest good Antivirus
for the home pc.

Since you are asking about an antivirus and based on the symptoms you
describe (so briefly), I deduce that your computer is severely infected.
You will need to clean it up before you install an antivirus. After you get
it cleaned - whether by removing the virus/malware or by backing up your
files and then doing a clean install - I recommend NOD32 Antivirus
(commercial) or Avast (free).

Include scanning with David Lipman's Multi_AV and follow instructions to do
all scans in Safe Mode. Please see the special Notes regarding using

When all else fails, get guided help. Choose one of the specialty forums
listed at the first link. Register and read its posting FAQ. PLEASE DO NOT
POST LOGS IN THE MS NEWSGROUPS.

If you can't do the work yourself (and there is no shame in admitting this
isn't your cup of tea), take the machine to a professional computer repair
shop (not your local equivalent of BigComputerStore/GeekSquad). Please be
aware that not all local shops are skilled at removing malware and even if
they are, your computer may be so infested that Windows will need to be
clean-installed. If possible, have all your data backed up before you take
the machine into a shop.

If, after you run MBAM and SAS it still does not work, see if you ran
get Start, Run, cmd to work.

Please report back.
 
You are seeing the effects of a hijackware infection!

NB: If you had no anti-virus application installed or the subscription had
expired *when the machine first got infected* and/or your subscription has
since expired and/or the machine's not been kept fully-patched at Windows
Update, don't waste your time with any of the below: Format & reinstall
Windows. A Repair Install will NOT help!

1. See if you can download/run the MSRT manually:

NB: Run the FULL scan, not the QUICK scan! You may need to download the
MSRT on a non-infected machine, then transfer MRT.EXE to the infected
machine and rename it to SCAN.EXE before running it.

2. [WinXP ONLY!! =>] Run the Windows Live Safety Center's 'Protection' scan
(only!) in Safe Mode with Networking, if need be:

3. Run a /thorough/ check for hijackware, including posting the requested
logs in an appropriate forum, not here.

Can you use System Restore to a previous time? Refer

If the above does not work and you are able to Start -> Run -> cmd.exe to
open a command prompt

And run the following commands

reg delete HKCU\Software\Microsoft\Windows\CurrentVersion\Policies
reg delete HKLM\Software\Microsoft\Windows\CurrentVersion\Policies

This will remove policy settings on your computer.
