task manager doesn't stay running

whenever i hit ctrl, alt, del the task manager will load
up and maybe 2 seconds later it just dissappears as if i
had closed it off i can't get it to stay running and when
i'm trying to end a program thats stopped responding
(though it doesn't happen very often) it gets quite
annoying to restart comp! anyone know how to fix this or
what is wrong?
