After shutting down and rebooting, I always loose the "Hide inactive items"
selection on the Taskbar Properties menu. The taskbar is "Locked" and this
preference holds. Anyone have a solution for this problem?

Can't swear to the correct way of doing things, but I can tell you what
worked for me. Right-click on the Taskbar> click 'Properties'> on the
Taskbar tab click 'Customize'> in the 'Current Items' list, I chose something
I didn't care to see when 'active' like, for example, 'Volume' and on the
'Behavior' side of the list click 'Always hide' (or click whatever is listed
there and change it's drop-down list and choose 'Always hide' from that
list)> click 'OK'> click 'Apply'> click 'OK'

Now you should have that little button I assume you're looking for so you
can see any inactive items or ones you've chosen to 'Always hide' such as
your Volume.

There may be a box you can check in some drop-down list from some tab on
some utility blah, blah somewhere else. If there is, I'm sure someone will
correct me and help you with it, but this is how I forced it to stay that way
and this is a trick I could pass along without causing any other problems for
you. I call it "HH" which stands for 'Helpful' and 'Harmless' -- my favorite
kind.

It's straight-forward, easy to do and accessible if you change your mind
later.
