Hide Inactive Icons not working

HI,

After clean install of XP Pro with SP1, I found that the
hide inactive icons is not working and the small circle
with the < at the right hand side of the bottom task bar
is missing.
I have tried uncheck the box "Hide Inactive Icons" in
the "Taskbar and Start Menu properties" and reboot and
then customerize and recheck the box again and reboot but
is of no avail.

Can anyone tell me how to fix it.
