task bar position

i want to restore my task bar to the default position
instructions say to hold down ctrl key and start in safe
mode but this doesn't work-- would like some help please

Safe mode isn't necessary. Although by default the task bar
appears on the bottom of the screen, it can be on any of the
sides you prefer it on. To move it from any side to another,
simply click on an unused part of it and drag it where you want
it.

If it won't move, it may be locked. In that case, right click on
it and uncheck "Lock the taskbar," then try again.
 
And, if you unlock it, and it just grows when you try to move it, be sure to
"grab" it in the rectangular area where the time is displayed. Then, don't
forget to lock it when you are done.
