tablet pc welcome screen keyboard

you know the keyboard on the welcome screen? well somehow when I added
additional keyboard layout languages to my computer, somehow the default
language of the welcome screen keyboard changed languages. now its in
Russian and I can not change it back to English. yet when I am logged into
windows the default keyboard language is English. can someone please help me
fix help me fix the welcome screen keyboard so that it is in back in the
English language again.

the bad thing is that I can not log on to my pc using the password at all
unless I change the welcome screen keyboard layout back to English. right
now I am logging in using smart card authorization or fingerprint
authorization.

I'm not sure about in XP, but in Vista there is an "Administrative" tab
under Regional and Language Options with a button to copy the language
settings from the current account to the reserved accounts. These reserved
accounts include the default for new users, the system account, and the
"user" that is used at the welcome screen.

But I remember from your previous message that you're using XP so I don't
know if that button exists or what the equivalent action would be.

that option exists in XP as well and it worked, thanks. by the way its
almost the same in XP as in vista.
