Default Keyboard Layout in Welcome Screen

Hey.
I installed Vista accidently under the Hebrew keyboard layout, and now
whenever I restart the welcome screen's default keyboard layout is Hebrew.
While it's easy to switch languages on-demand, I'd still like the default to
be English.
Is there any registry key I can use to change it? Because I didn't find it
anywhere in the settings.

Control Panel/Regional and Language options/Keyboards and Languages
tab/Change Keyboards. Change the default input language here.

My default input language IS English, this only happens in Welcome Screen.
Is there a registry key that sets the welcome screen default layout?
