default language in the welcome screen

unfortunately it happens i use 2 languages (english & russian) and have to
switch between them. mostly i use english and i chose it as a default
language, but not in the welcome screen (where i input the password). the
default language there is russian and i have to switch it before entering my
password (it's really annoying). how to change the default language in the
welcome screen?

Suppose you have, say, English and Russian languages installed, and you want
Russian to be the default logon screen language. You can change the default
language of the logon screen this way -

Go to Control Panel, Clock, Language and Region, and under "Display
Language" turn on Russian as the display language. You may need to log out
and log in again, to make the new setting active.

Now, while Russian is active display language, go to Control Panel, Clock,
Language and Region. Click on "Regional and Language Options" (it's in
Russian, of course

Click on the "Administrative" tab.

Press the "Copy to Reserved accounts" button

Enter Administrator consent.

The "Copy your regional settings to these accounts" dialogue box appears.

Check the checkbox marked "System accounts (local service, local system,
network service)".

Click OK.

You may need to reboot, for the change to take effect. When the machine
boots up, the Logon screen will now be in Russian.

I have German installed alongside English; it certainly works for German (I
get "Benutzer wechseln" instead of Switch User, Kennwort instead of
Password, etc). Should be the same for all other MUI languages.

thank you, andrew, the main thing, i needed to, was "Copy to Reserved
accounts"! it did the trick and now i don't have to change language before
entering my password!
