language icon

in the windows vista login screen, at the bottom left corner there is an icon
that allows me to select a language. for some strange reason, mine is always
set to hebrew thus making me unable to logon using the english password
unless i select the 'english' option. how do i make it default to english? i
have gone to control panel - regional language settings but nothing there
shows up as hebrew. also, i notice some pc don't have this language selection
icon at all. how do i remove it?

You really don't have enough info to know that. How was the system
purchased? What 'image' file, if any, was used, and how was the system
configured during that 'sysprep' Windows is sold in language versions, and
an 'international' version. There are probably quite a few variables to make
that happen.
