Tablet Input Panel missing at Logon

* Have Motion Computing 1400 running XP Tablet SP2 - great product
* TIP (Tablet Input Panel) works perfectly after logon
* TIP is not available for entering of password to logon after system
restart; a physically attached keyboard is required

What exactly is the registry setting to make the TIP available for logon
password entry at system restart or when switching user accounts? THX FOR

What is the URL to get a registered acct so i can post? Having a heck of a
