Table of Contents

I am creating a table of contents by manually selecting fields using the
alt+shift+O method and then going to the TOC options box via Insert,
Reference, and Index and Tables. How do I change the order of headings (e.g.
if I want to make section III section two and vice-versa)? The Outlining
Toolbar doesn't seem to be working. Also, can I change the line spacing
btw. entries? Looks like it's singe spaced and I would like to make it
double. Thank you in advance for your assistance.

You change the order of the TOC by changing the order of the contents and
then updating the field. As for formatting the TOC, see
