SysTray icons

For some time now, the program icons that would normally appear in the
system tray either don't appear at all or only a % of them do show. I've
tried restarting several times and each time, a different number of them
show/no show. If I simply log off / on, then all show as they should.

MSCONFIG lists all the programs and all have a check in the left hand
box.

Any suggestions as to why the system behaves as it does ?

Try right click start button, properties, go to the "hide system tray icons"
and adjust the settings - which include "always show" "always hide" and
"show when active" (or "hide when inactive").
