SYSTEM32 opens on startup?

I have a PC running XP running with service pack 2. On startup and logging in
as a user the system seems to be running very slow and then opens the
SYSTEM32 folder on the desktop. Any ideas why this folder would suddenly
open. I was thinking around the lines that its missing a dll. Nest step may
be a system restore!

Any help would be much appreciated!
