I'm having a really strange problem, and that is, some of
my system utilities (such as the task manager and the
registry editor) won't run. They appear on screen for a
second then immediately close. I have NO idea what's going
on, and really need some help here. Anything at all would
be appreciated.

Those symptoms indicate the presence of a virus/worm. Run a full scan of your
system with an updated AV app to identify and neuter it and then go to the AV
app's website for removal instructions.

When was the last time you update your anti-virus software and then
performed a full scan?

I have NAV 2003 which has upgraded virus definitions every
few days, and somehow no files come up as infected when I
do a full system scan. I can't say that I know what I'm
infected with exactly, and that's just a little bit of a
problem.
