system state not showing in Ntbackup

We are using Windows 2000 Ntbackup and problem is this we cannot take
system state backup as it does not appear in Ntbackup

What should i do in this regard to make it appear in Ntbackup ?

Also I am talking about local system

Your userid must be an administrator or a backup operator.
