System State Backup fails

Hello,

I have a win2K sp4 server which is giving the following error in the
ntbackup log:
Error: You do not have permission to access portions of System
State\Registry\software.
Please see the owner or administrator to get permission.
Warning: Unable to open the file \Registry\software - skipped.

Please see the owner or administrator to get permission.
Warning: Unable to open the file \Registry\system - skipped.

This server is a DC and the backup is running under the Domain Admin
account. I have looked at the permissions on the registry and there
doesn't seem to be anything out of the ordinary. We are backing up to
an internal DAT drive, but I get the same error if I try to do a
system state backup to a file on the HDD. There are no errors when
backing up data directories. If I reboot the server the problem seems
to correct itself without any other action being taken, and then after
about a month the error will come back. This has been going on for
about a year.

Could there be a software program that is / has reset the permissions on
those portions of the registry? Have you tried your backups under an
account that is a member of the Backup Operators group? Best practices
would dictate that your backups are run under a more restricted account as a
member of this group.

Make sure you are in the backup operator group...there should be no access
issues!
