System Standby Failed

I get the following message (with the above title) when my PC fails to go
into Standby:

The device driver for the "Terminal Server Keyboard Driver" device is
preventing the machine from entering Standby. Please close all applications
and try again. If the problem persists, you may need to update the driver. OK.

Can you tell me...
- what does this mean?
- how do I fix the problem?
