system slow lost programs

please tell me how to restore my ping to pop3 ,my
east.earthlink.netport.119,inbound and outbound.Although i'm on it now,the
system says it failed when i check system on windows.My system is slow when
I try to download my home page.I've tried dell,linksys,and now time
warner.Help
