Problem with system restore

I apologize ahead of time for my lack of computer knowledge

I'm trying to do a system restore on my laptop to undo something I
downloaded that has been slowing my system down. I click on the help and
support and then on the "undo changes to your computer with system restore".
When I do this I get a message that system restore has been turned off by
group policy and I need to contact my domain administrator.

Can anyone tell me what this means or how i can fix it? My laptop is fairly
new and I haven't done anything to change any of the factory settings as far
as I know.

Any help is greatly appreciated. Thank you.

Have you tried uninstalling whatever you downloaded ?

If it is indeed a Group Policy and you're running XP Professional:

Go to Start => Run and type in "gpedit.msc" {without the quotes}
[If you can't get in, try booting to Safe Mode]

Navigate to:
Computer Configuration
Administrative Templates
System
System Restore

Right-click either/or of the items in the right-hand pane and set to
'Not configured'
Turn Off System Restore
Turn Off Configuration

System Restore was not designed to remove or uninstall applications.

You will need to use Add/remove programs in Control Panel for this.

There's a good chance the system is infected.
