system shutdown blocked by ADSL USB Modem

I am running Windows XP (home edition) on my PC. I have
an ADSL USB modem (E-Tech_) installed.
This modem seems to block the shut down procedure of the
PC. Any suggestions to solve this?

Make sure you have all of the windows updates. There is
one that addresses this issue with some usb devices.
