I have a prgram running on start up that automatically connects me to the
internet. I have tried using System Restore but after numerous attempt using
various system checkpoint dates I keep receiving the same message 'un-able to
system restore try another system checkpoint'.

System restore does not prevent programs from running at startup or
connecting to the internet.

If your restore points are corrupted, which is frequently caused by a
malware infection, they are unusable. You have to delete them all - by
turning off system restore on all drives, rebooting, and turning on
system restore again.
