My task bar isn't loading - not sure why. How do I access
and utilize the system restore function? I can find it, I
just can't "use" it.

System Restore can be accessed via Programs>Accessories>System Tools.

Oops - try this instead!! From Start>Run type or copy/paste the following:

%SystemRoot%\system32\restore\rstrui.exe
