System Restore program

Hi, Can anybody tell me how to restore my "System Restore Program" and get
into the system restore, i`ve tried a few ways already but to no avail. I was
getting a error message saying (group policy/domain administrator) but i have
removed this now from previous questions and answers, when i try to activate
my system restore nothing happens. Its almost like it is not installed! any
ideas.

The actual program is: rstrui.exe - see if you can find it and try to run
it.
