system restore to an external drive

Ok, heres the problem, my laptop has crashed, goes through the whole
boot sequence, then has brief flash of the "blue screen of death" then
reboots. Now my question is can I put my laptop HDD in an external
HDD case, go usb to my desk top and do a system restore to the
external drive.

Any help or info on this matter would be most appreciated

No version of Windows, to date, supports booting from a USB device.

Will the system boot into Safe Mode?

No, unfortunately. I've tried all safe mode options. I'm only able
to get as far as the Windows splash screen. Then auto reboot.
