System Restore tab gives error

Running Home with SP2. Cannot access System Restore from the Properties tab
of My Computer. When clicked on this tab, a "Run a DLL as an App" dialog box
opens stating that "Run a Dll as an App has encountered a problem and needs
to close." with the usual invitation to send error report to MS.
Just installed new hard drive and transfered entire old disk contents over
using utility supplied by Maxtor. SP2 was already installed but I didn't try
System Restore until after new drive in use. Is there a way to correct this
problem without using my Windows CD which is unreadable (read errors) in both
optical drives?
 
If you have a faulty winxp cd you need to obtain a replacement cd, from yr
supplier.
You will need this cd, whether you overcome present probs. or not
 
Thanks for your quick response. Rather expected that there is no other way to
correct problem. Awaiting replacement CD from supplier.
