Can't access system restore

When I get system properties and click on the system restore tab I get
an error "Run a DLL as an App has encountered a problem and needs to
close. We are sorry for the inconvenience.", then System Properties
seems frozen, no other tab responds. I can close System Properties with
the X box but I get a message that the program is not responding, End?
If I try to access System Restore from Start/Programs/Accessories/System
Tools/System Restore I get a message "System Restoreis not able to
protect your computer. Please restart your computer, and then run
System Restore again. OK"

Any suggestions?
