System Restore Tab - click and get "Run DLL as an app" error

I did read thru all the 'system restore' notes in here and didn't the same error message so thought I'd ask first.
This USED to work, but this is first time I checked it this year.
Right click on My computer - properties - click on system restore tab, I get the Run DLL as an app error message. I close that
error window and the original (system) box hangs - won't close - have to kill it.

Event log shows at startup ( for months now)
Event Type: Error
Event Source: Service Control Manager
Event ID: 7023
The System Restore Service service terminated with the following error:
The system cannot find the path specified.

I checked under services for System Restore Service and here's the command :
E:\WINDOWS\System32\svchost.exe -k netsvcs
The path to E:\WINDOWS\System32\svchost.exe IS there. What about the rest , the " -k netsvcs"??
I did go through a few of the mvp, microsft website pointers to do a net start then start sr service
I tried to manually start it and get
Error 3: The system cannot find the path specified.

I haven't tried safe mode yet as it takes a long time to boot, but will do so after logging off here.
If that still can't get it going...
Should I just follow earlier messages to reinstall System Restore
Boot into Safe mode , then install sr.inf ??
Any insight appreciated

Update: Tried it in safe mode - same thing.
One other thing - after I close the dll error box, I get a drwatson message too - then I close it.

Ron Martell's advice was most helpful to me when I had this problem.

In my case, re-installing helped. There are many more avenues, these pages
are very helpful:
