system restore setup

I tried to put back my system restore after that I
disable it but it is no longer available under my
computer properties. The tab is no longer showed. I
tried by accessories\system tools\system restore since it
was showing there but can't get thru the wizzard. The
message stipulate" system restore is not able to protect
your computer please reboot" and it will not let me go in
the wizzard. SO I tried to go trhu by control
panle\performance and maintenance\administrative
tools\computer management\services and
application\service\and dble clic on system restore
service: the service status is stopped, if I try to
start it with the start button, I won't let me. I'm
receiving an other message "could not start restore
service on local computer. Error 5 access is denied" what
can I do to get the restore fonction back?
