system restore possible if no boot from hard drive

is it possible to run the system restore utility on a machine where it is
*impossible* to boot off the hard drive (none of f8 menu choices succesfully
boots windows -- safe mode, last known good, etc. -- nothing works)

apparently it's impossible to run rstrui.exe from the recovery console that
is obtained by booting off the wxp setup cd ...

any other way?

Boot from the CD and do a repair install.
