System Restore not completing

I can't get a System Restore to complete properly. Vista SP1

The restore seems to work properly until I log back on after the
restore's reboot. When I do, the drive rattles for a couple minutes
more, then I get a pop window with a message: "System restore did not
complete successfully. Your computers system files and settings were
not changed. Details: An unspecified error occurred during system
restore."

I've run several, using restore nodules that were created days ago,
the day and same day. Today I created one and then immediately did a
restore. Same problem. It's been occurring over a couple months now
(ever since my first restore).

In contract to what it says, it does seem to run through most all of
the restore. I did have one issue wherein it did not properly arrange
the desktop icons, but generally that seems to work.

Any ideas? The error is easily reproducible for testing.

Whenever I advise someone to use System Restore I always add the following
rider:
"But before you start, please disable any setting in any antivirus program,
such as Norton, whereby such program seeks to protect itself against an
outside attacker. If you don’t take this step, you may find that System
Restore fails to work properly."

It is advice that I found somewhere in this community some time ago. I have
found it to be valid.
