System Restore MALFUNCTIONING

Every time I try to use it (regardless of where I access it from), it shuts
down saying system restore has encountered a problem.
When I try to access System Properties, it says: RUNDLL: An exeption
occured while trying to run "shell32.dll,Control_RunDLL sysdm.cpl,,4"
How do I fix this?
