system restore impossible after start in safe mode

I'm trapped. I disabled system restore, rebooted in safe mode and executed a virus removal tool. Now XP doesn't start in normal mode any more (I tried via F8). In safe mode however, I cannot activate system restore.

No normal mode without system restore enabled, no system restore enabling from safe mode?!

Please help!

Even if you could enable System Restore the restore Points are gone.

Reboot tapping F8 each second.
Choose "Last known good configuration" at the menu.

If that fails, perform a Repair Installation:
