system restore help

my system restore has issues...
when i try to start it... it says system restore cant
protect you computer please restart and try again.

and i tryed going to "my computer" properties and making
sure its enabled... but the system restore tab isnt
there?? i even tryed running safe mode and
running system restore is comand promt..

can someone please help its urgent
