I can't get to System Restore because of error message,
Run a DLL as an App has encountered a problem and needs
to close, We are sorry for the inconvenience.
How can I fix this problem?

This usually happens when upgrading your boot partition using software that
ships with a new hard drive, such as MaxBlast for Maxtor or Data Lifeguard
for Western Digital. What happens is that System Restore gets a tad
confused with things shifting around without its permission.

Some experimentation led to a solution for me, but I lost all of my existing
restore points. For me, that was a small price to pay to get System Restore
working again.

1) Visit Start->Control Panel->Administrative Tools->Services
2) Find "System Restore Service", right-click Properties, set "Startup Type"
to Disabled, click OK
3) Right-click My Computer, open Properties and click on System Restore
(clicking this tab is where you probable were getting the "Run DLL as an
App" error). Everything should appear greyed out since the service is
disabled.
4) Turn on System Restore and click the Apply button - everything should
magically fix itself and you're back in business, with all your previous
restore points removed.
